AGM Minutes 11th May 2010

Minutes of the 6th AGM of PPRA held 11^th May 2010 at Gorsey Bank School

 

 

Committee Members Present: Susan Lees, Jane Hardy, Karen Carsons, Yvonne Morris.

Residents of Pownall Park.

 

Apologies: Sally Hu, Estelle Goodwin.

Rob Menlove who would be late in arriving.

 

 

SL opened the meeting with a reminder to residents of the aims of the PPRA. .

 

 A review of the previous year then followed –

 

Town Council - Since the reorganisation we only have 3 Councillors for approx 15,000 houses, whereas before it was only for 3,500 houses. A Town Council would be able to deal with local issues & become more involved with local problems. Sally Hu attended the meeting held recently to discuss the formation of a TC but found it became quite heated & there were many people there who seemed to be opposed to the setting up of a TC on the basis of concern about the extra cost. 

 

Financial Report - SL on behalf of KC

Bank a/c has an approx  balance of £ 2100. The main annual costs are the printing of the newsletter which is now costing approx £400 & the maintenance of the website.

We have also spent £470 on bulbs & new trees at the request of residents.

Donations are lower than previous years because we did not go out collecting them last year. However we have never planned to hold large cash reserves.  This year envelopes will be delivered to those who do not pay by standing order.

 

Thanks were given to Tim Potter for auditing the accounts. He has also agreed to stay on as auditor for next year.

 

Street Reps – JH - Thanks were given to the street reps for all their hard work over the past year delivering the newsletter.  All roads except Carrwood now have street reps & a request was made for volunteers from Carrwood to help.

 

Planning - SL

Since the death of Cyril we have no committee member to help with planning issues.  The Committee tries very hard to keep neutral & only gets involved in plans which are against the Guide lines.  The PP Planning Guide seems to be ignored by the planners to some extent and its validity has been questioned by the Planning Inspectorate. There has been an increase in the number of applications & an appeal was made for someone to help the committee with planning issues.

 

Highways /Parking - SL

The roads affected by TROs have received a letter from Rob Cramer.  It is felt that the ” Cheadle Solution” was a good compromise.  This will be on the lower end of Broadwalk to just past the junction with Alton & on the lower end of Carrwood to the junction with Pownall.  There will be double yellow lines on the junction of Carrwood & Broadwalk.  If the parking problem migrates to other roads there is the option to subsequently extend the restrictions.  It was stressed that PPRA has remained impartial throughout all the discussions.  The residents of lower Carrwood had attended the recent meeting with Rob Cramer when they found out that the TROs were not going to be implemented on their road and Rob Cramer then agreed to include lower Carrwood when he heard their concerns.

 

Broadwalk is to be resurfaced from Hawthorn Lane to Gorsey Rd.  Following recent Council policy the residents have now been asked to vote on whether or not to have the speed humps removed.  This only applies to roads that have been resurfaced & only immediate residents can vote.  However, anybody can write in with their opinions.  A quick show of hands from those at the meeting showed the majority were in favour of their removal.

 

Missing street signs have also been mentioned to the Council.

 

Maintenance - Grass verges still destroyed by cars parked on them but there is little that can be done. On the whole PP seems relatively litter free, with thanks given to those residents to make an effort to collect litter.

 

Tree Planting - 8 new trees planted this Spring.  A request was made to residents to keep them watered!

 

Security - SL on behalf of SH

 

We still receive alerts from the Homewatch team but the police say that the vast majority of burglaries are caused by poor home security.  We are in the process of buying new homewatch signs which will be erected at the start of each road.

The new website is now 12months old – www.pownallpark.org.uk. If you sign up you get homewatch alerts & we can send residents emails if they provide their address

 

 

Meeting Formalities -

 

Since the last AGM we have lost Cyril & Estelle has resigned.  Susan Lees with regret also announced her intention to step down as Chair due to work& family commitments.

JH thanked Susan on behalf of the committee & the residents for all the hard work & time she had put in over the last 7years as Chair of PPRA.  There were no offers to take over the position of Chairman.

Rob Menlove was welcomed to the meeting & he spoke about local issues.

 

Town Council- We would receive within the next week ballot papers for the creation of a TC. A decision would be made later this year. Although in theory the council does not have to abide by the results of the ballot in practice they would. 

 

Altrincham Road -The road surface has been retextured to help prevent skidding & it is likely that a 30mph limit will be introduced in due course.

 

Stanford Lodge - Cheshire East has several Parties interested in the site as the plans have already been approved.  If nothing comes of this the Council will tidy the site.

 

RM will also look into having a “Welcome to Wilmslow” sign erected at the boundary.

 

Travellers - The problems that they cause on the Jim Evison field was raised & the fact that it took 14days to move them on.  RM said he would see why it took Cheshire East 14 days when Macc BC used to do it in 7 days.  He said legally they have to make sure they are taken care of before they can go to Court.  The question of putting height barriers up on the entrance was raised but it was thought they would go through the hedge then.

 

Tip - Recycling means there is less need for a tip & there are no plans for a new tip in Wilmslow.

Also residents can have a second green bin if they pay for it.

 

Jim Evison Field - Problem with rubbish left after matches & the lack of any bins provided.  It was suggested that perhaps local residents should try to set up groups to keep the area tidy but he would look into the council providing extra bins.

It was also suggested that local teams have to leave the field tidy as a condition of hire and perhaps leave a deposit.

The footpath by the Rugby Club to Twinnies Bridge which has had a lot of work done to it is being used by cyclists & so damaging it - RM said he would look into this.

 

Village Green Application for Gorsey Bank Field - Chris Stubbs spoke as  Chair of Friends of Gorsey Field - The application is still being considered -  Objections  were put in October returned in January & the responses were due at the end of April .  It is a slow process & no indication as to when a decision will be made.
